			<content:encoded><![CDATA[<p></p><p>Some 20 percent of occupations are regulated in Canada to protect the health and safety of Canadians (e.g. nurses, engineers, electricians, etc.).</p>
<p>If you belong to any of the regulated occupations and want to work in such occupations in Canada, you need to obtain a license from a provincial regulatory body. Licensing requirements often include education from a recognized school, Canadian work experience and completion of a technical exam. The applicant is responsible for the fees for such exams, which can be considerable. Final assessment by the provincial authority can only be completed after you are in Canada with permanent residence status.</p>

This need is made more critical with a modest population growth and an aging population in the province which saw its population increase by only 0.1 per cent for the statistical year of 2006-2007.<br />
If you are a Skilled Worker, consider immigrating to the province of New Brunswick under it provincial nominee program (the NB-PNP).Â  To be considered for nomination by New Brunswick, applicants must have a guaranteed job offer in their intended occupation in New Brunswick .<br />
Criteria:<br />
To be considered for immigration under the New Brunswick Provincial Nominee Program, you must score a minimum of 50 points.<br />
It is also mandatory that you have a permanent, full-time job offer from an established New Brunswick company. The job must satisfy provincial employment standards and offer comparable rates of pay in the industry. Employers must demonstrate that they are having difficulty recruiting workers with such skills in the local job market, and usually the skills offered by the potential immigrant are not readily available in New Brunswick labour supply.</p>
<p>One of the main conditions of the NB-PNP is that you must make a commitment to settle permanently in New Brunswick and are required to sign a declaration stating your intention to live and work in this province. <p>At this stage, the PNP is employer-driven.Â  That means, as a foreign national interested in immigrating to Canada, you would need have been offered a job offer that has been approved by the provincial nominee program office in Ontario.Â  But once a qualified foreign worker has been nominated by the province, his application would be fast-tracked by Citizenship and Immigration Canada (CIC).</p>
<p>The Ontario PNP currently has two categories:</p>

<p>a) helps employers to fill labour shortages in 20 specific occupations in the health, education, manufacturing and construction sectors<br />

			<content:encoded><![CDATA[<p></p><p>The province of Manitoba achieved the highest annual immigration rate in Canada as a record number of newcomers settle there, Statistics Canada reported yesterday.</p>
<p>In recent years, Manitoba has been recruiting immigrants to avert a predicted labour shortage. As a result, more than 50,000 newcomers settled in the province between 1999 and 2006. The province plans to boost immigration levels even more over the next decade.</p>
<p>By 2025, Manitoba will depend solely on immigration for population growth with declining birth rates and an aging population.</p>
<p>&#8220;We need to have a dynamic immigration program if we&#8217;re going to continue to grow Manitoba and grow our economy.&#8221; Labour and Immigration Minister Nancy Allan said in an interview.</p>
<p>September&#8217;s Statscan report found that immigrants who settle in Manitoba have been fortunate &#8211; they tend to get jobs more quickly and easily than those in the rest of the country. To support new immigrants, funding for settlement services, such as language, interpretation and intercultural training programs in the province has more than doubled in the past year and a half.</p>

			<content:encoded><![CDATA[<p></p><p>Good news for eligible foreign nationals hoping to get fast track processingÂ  of theirÂ  permanent resident applicationsÂ  if they intend to reside in Nova Scotia.</p>
<p>Under a new immigration agreement between Nova Scotia and Ottawa signed Wednesday in Halifax:</p>
<p>a) the limit of 400 nominees per year has been removed</p>
<p>b) nominees become eligible for a temporary work permit from a Canadian visa office once they have a letter from the province that outlines their employment and nomination. Thus, nominees can start working immediately while the federal government processes their applications for permanent residency</p>
<p>â€œThis will help ensure that by 2010, we will have reached our target of 3,600 newcomers annually,â€ Immigration Minister Carolyn Bolivar-Getson said at the signing ceremony.</p>

The pilot PNP will enable Ontario to match the skills of prospective immigrants to the needs of its labour market.<br />
The pilot PNP is expected to benefit Ontario employers and multinational corporations investing in Ontario.</p>
<p>Ontarioâ€™s pilot Provincial Nominee Program has two categories:<br />
<strong>Employer Category:</strong></p>
<p>* Allows eligible Ontario employers to fill labour needs in 20 specific occupations in the health, education, manufacturing and construction sectors.<br />
* Employers apply to the program.<br />
* Employers can recruit qualified individuals currently outside Canada or inside the country, including international students who have completed college or university studies in Ontario related to one of the occupational fields.<br />
* Applicants in this category will account for 90 percent of nominations.</p>
<p><strong>Multinational Investor Category:</strong></p>
<p>* For companies making significant investments in the province to bring in key employees who will contribute to the long-term success of the investment.<br />
* Applicants in the multinational investment category will account for approximately 10 per cent of nominees.</p>
<p>For both categories, employers apply to the program to have positions approved.Â  Once positions have been approved, employers bring forward prospective nominee applicants.Â  Nominee applicants must have the relevant education, training and experience required for the pre-approved positions.<br />
Successful nominees will receive permission to work in Ontario and they, along with their family members, will be nominated by the provincial government to have their application for permanent residency fast-tracked by the federal immigration department.</p>

			<content:encoded><![CDATA[<p></p><p>The Information and Communications Technology Council (ICTC) will begin a study that will forecast the state of the Canadian labour market by 2012, called the ICTC Outlook 2012-2015 on Human Resources in the ICT Labour Market. The ICTC Outlook report also seeks to determine how foreign trained IT professionals can provide expertise in offshore project management.</p>
<p>For example, an immigrant from India with proper training and orientation can help a Canadian business manage an offshore project in India, especially where cultural and communication challenges may occur.</p>
<p>IT expertise that are particularly in demand these days,  include project management, IT risk, .Net and business analysis, and is fairly certain such jobs would continue to be a need in the market in the long-term.</p>

			<content:encoded><![CDATA[<p></p><p>Canada needs to take a fresh approach to immigration if it wants to avoid worsening labour shortages, the federal finance minister has been told.</p>
<p>Attracting and retaining skilled workers from abroad was a key issue at a private, invitation-only forum held near Ottawa last week with Jim Flaherty and Canadian business leaders and academics. More than two dozen people from all walks of Canadian life &#8211; universities, big banks, Bay Street, authors and environmentalists &#8211; met for two days in Merrickville in Eastern Ontario.</p>
<p>&#8220;There were lots of ideas &#8230; relating to openness, in terms of mobility within Canada &#8230;,&#8221; Flaherty said in a telephone interview. One way of attracting and retaining workers is to provide incentives for non-Canadian students to enter Canadian universities. Many are staying in Canada, and joining the workforce, after completing their education.</p>

			<content:encoded><![CDATA[<p></p><p>If you as a Canadian employer are facing labour shortage, we as immigration professionals suggest that you find your manpower through these avenues as well :</p>
<p>1. Student work permits</p>
<p>Student work permits allow foreign students at approved institutions to work off-campus. Under the regulations, foreigners studying in Vancouver could take a semester off and work full-time.</p>
<p>2. Spousal work permits</p>
<p>Spousal work permits granted to the spouses of students and certain skilled workers.</p>
<p>3. Hire Foreign Nationals on a Work Permit</p>
<p>Most work permits require a <strong>Labour Market Opinion</strong> (<strong>LMO</strong>). A LMO is an opinion issued by Service Canada on whether hiring a foreign worker would negatively affect the Canadian labour market.</p>
<p>For work permits that require a LMO, an employer must apply for the LMO and have the job offer confirmed before the potential employee can apply for the work permit. This process can take anytime from 5 to 12 months. (Note: some high demand occupations take less time as they have been pre-approved at the national level and do not require an LMO application).</p>
<p><strong>Advice for Canadian Employers</strong></p>
<p>To deal with potential and current backlogs of LMO applications at Service Canada, employers who need foreign workers in the coming months should file their applications as early as possible to avoid delays.</p>
